Extremely controversial Development Assessment Panels (DAPs) or sometimes called Joint Development Assessment Panels (JDAPs), were imposed by the Barnett State Government’s (WA Planning Commission -WAPC), to try and speed up planning approval processes on larger development applications. The panels consist of three State selected “experts” (some of whom are developers with no Town Planning credentials) and two elected representatives from the Local Government concerned. How ever the LG Representatives are not allowed to consider the concerns of local residents (affected Third Party individuals) who would be affect by the development.
SAT is the State Administrative Tribunal, which is often where these decision end up.
After the public consultation process in the initial stages of the approval process, community members (affected Third Party individuals) and a DAP panel has reached a decision and perhaps imposed restrictions, only the developer can appeal against the decision. The community is completely shut out of the process. In many cases changes are made to the initial plans (even extra floors have been added) without the new plans going back out for public consultation.
Across the City of Stirling and the metropolitan area, community groups that have been negatively affected by DAP decisions are calling for the State Government to #ScraptheDAP.
